You might look into William B. Ulmstead State Park. Address is 8801 Glenwood Ave, Raleigh, NC. I have not been there, so no first hand information. If amenities are not a requirement, there are a few Walmarts in the area which allow overnight.

Yes, the fairgrounds. You can walk to the game. It's that close. The campgrounds there are actually very nice.

The fairgrounds are a good place. My folks stayed there a few years back. Good restaurants and a decent mall real close by if you need it. Plus, there's the state flea market there on the weekends.

Check here... N.C. State Fairgrounds camping. RV recreational vehicle camping near RBC Center, I-40, Downtown Raleigh, Umstead State Park, NCSU North Carolina State University Carter-Finley football stadium, NC Museum of Art.

The best place to camp is directly across the street (Trinity Rd.) from Carter- Finley Stadium and directly behind Hunt Horse complex. James Hunt horse complex is on the corner of Trinity Rd. And Youth Center Rd. The entrance to the campground is off Youth Center Rd. Gate H7. Just follow the dirt road to the end (about .5 mi). The campground is about 10-12 rows of all full service (water, power, sewer) camping. All sites are flat. Doesn't matter what time you arrive. A fairgrounds security man will come to you. We camp here every weekend for home NC State football games, actually headed out tomorrow for the Syracuse game this weekend. 15 min walk to PNC arena. Very safe and enjoyable environment and atmosphere.
