Hearing fan running

Doing a little cleaning today and kept hearing fan running. At bottom under oven by panel box. When I cut breaker utilities and converter off is the only way it stops. Never heard it before and refrigerator is off. Is this normal?

Yep. It is the fan in the converter. The more lights and stuff you have on the louder it gets. Completely normal.
