UPDATE: I sent an email to Jayco requesting which kind of brakes I had and they got back to me in a few days. Here is the reply which further seems to confirm my issue is the brake controller:

My 04 25E had one hole in the backing plates they were the adjustable brakes. I just replaced all 4 of the backing plate assembly's and the new assembly's which are all of the adjustable type had TWO holes in them.

It would make sense that Dexter would use just one style of backing plate and from this I would say the plates are of the TWO hole type But I won't make any bets on that statement

However I will say that no matter if you have ONE or TWO holes you should be able to look and see the adjusting star wheel
