Just a stab in the dark, move the bypass valve the other way and see if water still flows and if hot water starts flowing.

Perhaps the valve is bad or the handle is in the wrong position on the valve itself.

No flow through bypass line, that "short-circuits" the water heater tank.

When you bled it with the pressure relief valve was the water coming out hot?

There obviously is an issue with the valves.

There should not be flow through the bypass line, cold should flow into the heater at the bottom, hot should come out of the heater through the upper line to the hot taps.

I turned the bypass value so it's across the lines and no water went thru. I still can't figure out why there is no hot water, I have the pump on and the heater switch on.

With the bypass valve closed (across the line) does water still flow out of the hot taps?

If not Canadiankid's thought that the hot water out valve (at the heater) must be closed.

But if water still flows with the bypass closed and hot water valve closed you have some sort of bigger plumbing problem.

Did it ever work correctly, or is this the first outing?

In a reply message you should see a paper clip, that opens a new window where you can choose a file saved on the computer to attach. After choosing the file you then have to hit the "upload" button. Then if you "preview" the post you should see the picture. If good then "submit" the post.
