Might just be your particular pedal - and certainly isn't related to the porcelain bowl. I had one in my 2007 Outback and never had a single problem. But it had a different type of foot pedal. Push down to flush. Raise up to add water in the bowl.
I put a little Vaseline on the rubber seal each spring and it kept it very pliable for the 8 seasons I used it. It always held water. I also put a little pink RV anti-freeze in the bowl when I winterized it. It was always still there in the spring when I de-winterized.
I did hear about problems with a few of the toilets in Outbacks, with the bowl not holding water. But that was usually due to dried out seals or defective ball valves that allowed water to seep by - out-of-round or otherwise defective.
