Repainting molded bumper on Jay Feather

I want to repaint the molded plastic bumper on my Jay Feather. I have seen where this has been done often but my problem is, there are some "bubbles" on the bumper. It looks like maybe there is some kind of thin coating over the bumper which has bubbled in several places. My question is, has anyone encountered this and can I just sand this down before I paint it to get rid of the "bubbles"? I was just going to use spray paint for plastic, does anyone have any recommendations on a particular brand that you have used?

If it were me, I would sand smooth and then primer and paint.
Rustoleum has a paint they formulate for plastic.
I've had good luck painting plastic.
A couple plastic parts on the brackets for my awning and such were dirty looking. I tried everything to clean.
Taped them off and painted them, they look like new now.

I paint my frame, A-frame and tongue area every year with a rattle can of spray paint.
Looks spiffy.

Is the molded bumper plastic or fiberglass? The bumper on my Jay Feather is fiberglass.
