Those are back flow preventers required by many building codes. If they were pressure regulators, someone would likely take them.

We have been in many parks that had notices about high water pressure. over 90psi. But they did not provide any regulators, just a warning.

I use a regulator with a gauge. It helbs me see if the pressure is too LOW. Don

I know what a check valve looks like, two of the parks I have been to have regulators. The 1st time I stayed there I even asked the manager if somebody had accidentally left their regulator and he told me that all of the sites had a regulator because they had complaints about the high water pressure and they decided to add them.
