You don't say whether you're turning this faucet on fully but I'm going to assume that you are; and if this is the only faucet causing "short cycling" when you do this, Here's my guess.
The faucet's waterflow may be getting restricted due to an accumulation of foreign material in its filter screen that's located inside the faucet's head. Unscrew the filter, check it, and, if necessary, remove any "junk" that may be inhibiting water from passing easily through the screen.
