It also depends on the State and/or State Park what they mean. Some seriously mean the actual length of the RV itself, some mean the total length of the RV and the tow vehicle when hitched up. You're gonna have to make a call to figure out what the convention is at the campground you are interested in.
The best tell you the actual length of the driveway/pad area, and leave it to you to figure out if your RV and Tow vehicle will fit. Don't forget that when unhitched from a fifth, you'll need even more room as you may not want to (or be able to!) back the truck under the RV to prevent from sticking out into the roadway.
