Spare tire mounted too low and scrapes the ground

The spare tire on my X17Z is located under the tongue. This is a terrible place as it easily scrapes the ground when going over the smallest dip. I need recommendations on the best place/method to relocate the spare. Back bumper would be my choice, but the bumper on my X17Z is a bumper in name only as it is made of the thinnest of metal and couldn't support anything.

What do you tow with? Do you have a pic of TT/TV when hitched? Maybe your TT is nose down.

I have a 221, with spare mounted under the tongue, Tow with an F150, and the ball height is around 19". Never had a problem, that I am aware off. Mine also has a tinfoil rear bumper.
