How did you determine that the wire is for the brakes?
Does the wire have a white plastic jacket? Are the conductors solid wire? You said there is a white and black wire, is there also a solid bare ground conductor? Multiple white wires with wire nut?
If yes to the all the above my guess is that the cable in question is for the 120 volt AC system and not the brakes. It would be more typical and standard practice for any electric trailer brake related wiring to be stranded conductor. Stranded is more forgiving for vibration and hanging out underneath the trailer. I would also more expect wire colors to be red and black, not white and black.
Here's pictures of the brake conductors for by 2001 23b. It is red jacketed stranded cable.
