Sanitizing fresh tank

I've read several instructions on sanitizing fresh.

I don't have the tool to drain hot water heater. If I'm not in a hurry and let the water cycle out, will that hurt anything. I was going to add 1/4 cup bleach to 10 gallons and just run it through everything for several gallons. Then I'll drain fresh and do it again. I probably won't drink it for a fill or two.

If you can't drain the water heater, just bypass it and sanitize the rest of the system.

Why not just open the pressure relief valve on the top of the Hot water Heater, then use an adjustable wrench to take out the nylon plug at the bottom?
