Surge protectors will clamp any voltage spikes which may occur. The only advantage a "regulator" would have, is to boost a low voltage "brown-out" condition. There are products which will do that, but expect to pay $$$.
I will be using only a surge protector. In fact, since I have the experience, I will be building my own surge protector using GE #V130LA20 MOV's. Cost for the parts will be about $5. Now, I ask you, why do they charge so much for surge protectors?
