Water Heater Element Testing

How do I determine if a water heater element is working if it has been removed from the water heater?

If it is removed, it's not working.
No really, check it with a ohm meter. Should read about 10 ohms.

And in addition to what Norty1 correctly said, there should be no continuity between either electrical terminal and the case of the element.

If it was removed I wouldn't bother replacing it. I would just put in a new one while at home/home base vs out camping. The $$ isn't worth having to do it when it isn't planned.
