I would think length is not the issue, weight would be the determining factor.

Length does play a factor into the equation in regards to a shorter wheelbase tv. You don't want the tail wagging the dog due to an extreme short tv/ long trailer situation.
I will try to find the chart I have come across before in regards to the suggested max tv wheelbase vs tt length. I will look some more for the one I was referring to, but here is another one I found. While there is no set standard, there is a general rule of what works the best for a safe and stable tow.
Have you searched any GC forums? When it looked like my wife may have gotten a Durango I was over on one of the Durango forums, and I want to say it was suggested to stay under 26' or so..... Can't recall for sure. And she didn't end up with a Durango, so didn't retain it I guess. Lol

A lot of factors to consider apart from wheelbase, e.g. rear overhang, center of gravity, hitch (Hensley / Propride eliminate sway), etc.

As far as the CAT scales go, if you live in a farming community, there are usually a number of agriculture scales scattered throughout. If you catch them at a time when crops are not being harvested, they are usually sitting idle. A phone call or a visit can determine if you can use the scale when they are not being used during the busy season. I have found several scales in my area that are more than glad to have you use their scales at no charge. They usually leave them on 24 hours a day so it is no problem to drive on and get your weights. I have found them to be most helpful.

I have a 2011 Grand Cherokee hemi and have been towing my 23' Jay Feather for about a year. I started with just a standard WD hitch and friction anti-sway and on a trip to Colorado from Illinois, I was worn out. I just switched to a Propride hitch and the difference is night and day, I actually enjoy towing it now.
I personally wouldn't want anything longer with my Jeep.

GolDog, I'm with you. I just got my 23RLSW and think it's about the max in length I want to tow with my 2015 JGC diesel.
Power is not an issue. Just the shorter wheelbase compared to a pickup.

Please tell me why you are worried about the empty weight.. The only weight you need to be concerned about is the loaded ready to go camping weight. You will never tow empty EXCEPT maybe the day you leave the dealers lot.
