What happens if the tongue weight isn't 13-15% of trailer weight to begin with? Do you move the loads around to try and get that balance?

Off the specs, the tongue weight of the 32TSBH is just 10% of the trailer weight.

I know actual weights are different...

I have a 2002 Excursion, tow a 2011 33RLDS. total weight going down road is close to 17,000 pounds. Truck weighs 7350 with full fuel, trailer weigh 9400. loaded. Put on a set of air bags and the Excursion handles it great. Doing some reading if you have the 4:30 gears you can tow more. We have the 3:73 gears.

2011 jayco 33rlds, 2002 Ford excursion, v-10, 3:73 gears 4x4 mine. 2008 Suzuki sx-4, hers. Retired Air Force, now Retired.

One of the biggest factors that can influence tongue weight is if one tows with water in the fresh water tank, because not all tanks are located in the same place (forward of axles, over axles, rear of axles, etc.).

Ted, try sending a private message to user Ranger431. He tows the 32TSBH with an Excursion. He might be able to give you a lot of insight.
