Which is better?

I am pulling my 17z with a 1500 Sierra I am tried a 2" drop and a 3" drop in an attempt to be level and I am either a touch high on front or touch low. With a single axle I doubt if level is as important. Which would be better to pull with? I am leaning toward low it would give me better rear clearance pulling out on grades

Could you put some washers under the ball on the 3" drop to raise it a little?

Go with the touch low if you go high you are catching air under the trailer. Think of the trailer as a big wing.

You don't need to be level with a single axle trailer... being low on the front is better as it puts more weight on the hitch and helps to eliminate sway.
