Jud, what do you have for a HTT? Did you purchase it new or used? From what I can tell some models, some years they came with the HTT as an option.
My 2012 X23B, did not come with them nor where they an option. I installed them myself, and it was a little bit of work to route the forward bunk wires to the converter/fuse box.
I would suspect, if you have a used HTT the previous owner may have directly wired them to the battery. But that is just a guess. Another thought, they kept blowing fuses as the plug was pulled out of the outlet. I had this issue, until I determined the reason and then fixed it. Because of the above stated issue they may have rewired it to bypass any fuses behind the fuse panel. But again just a guess. If you have that issue let me know.
You should be able to track the wires, the front bunk end wires should be the easiest to track. Most people route the wires through a small wireway, down the wall (street-side front corner). From there just crawl around and determine where the wire goes. Once you determine where the wires go you can also determine if they are fused or not. If they are not fused, you could install in inline fuse holder with a 15 amp fuse.
