Found this in the April issue of Trailer Life. It is called the Jack-E-Up, It is a quick disconnect feature for the a-frame jack on a TT.
This would be the perfect solution and will allow you to use the shorter shank hitch you have. The magazine lists the MSRP as $48.

I bought the extended shank an it allows my tailgate to open when hitched, it works great, it would be my recommendation. But I also have the 8' bed and do not have a need to travel with my tailgate down.

Flyrotor beat me to it! Ordered an 18" shank for my Equal-i-zer, picked it up this morning and just changed it. Works great, I can now open my tailgate while hooked up. Truck is a 2012 Chevy 3500, but should work for any of the of the Chevy's. I don't travel with the t gate down, but you could, I have about 3-4 inches to spare with my 23B connected. I can take some pictures if anyone is considering changing their shank.

Just a little heads-up on using extended shanks (draw bars), the WDH will have to be re-adjusted because the leverage dynamics has changed (further from the TV's receiver and TV rear axle), and if there is any slop in the receiver pin box WDH adjustment can be difficult in some cases.
Also, the TV's receiver weight ratings are reduced as well, the further from the face of the receiver's pin box the hitch ball is, the receiver weight ratings drop. If my memory serves me a 18" extension de-rates a TV's receiver up to 50%.
May, or may not be an issue with the TV/TT combos presented in this thread, depends on initial TV receiver ratings and TT weights.

Be sure to check clearance when turning if you go the way of a longer shank. If you are already that close, you may hit the tailgate in a tight turn. LW

Hey Guys,
I ordered and received the Jack-E-Up and it doesn't fit my 19h!! The battery is in the way and now I have to return!! Oh boy, I can't seem to get this right!!

My 1st pop up had a jack that would swivel out of the way. I bet that would work.
