In front under the tongue is where Jayco mounted my spare tire. That's why it's a problem. It is too low to the ground. I need to relocate it to a position where it clears the ground.

I think Roy meant to put the skid wheels on the tongue to keep the under-slung spare from hitting the ground. I had thought the same thing as Roy, but he posted first.

Your best bet I would think is on the top of the tongue or inside the TT while towing.
