I've talked to guys that are on their third year of a Gorilla tape repair with no issues. I've done Eternabond in the past. I did Gorilla tape on my most recent access. We'll see how it holds up. It's crazy sticky stuff....

Would drilling holes in each side of the panel then stitch them together with zip ties work?

Then some tape over that to finish it off

This is exactly what I did.

Zippy ties... then tape over the seam... then two more pieces of tape overlapping the first.

Well I didn't call Jayco but I talked to the dealer and was told that is standard procedure and that is what Jayco instructs techs to do at their training seminars. I just can't get past the fact that removing the screws would be less destructive than cutting the wrap (the corrugated plastic sheeting). I mentioned this to the dealer and he said "I don't have a better explanation".
I went ahead and used zip ties, as mentioned here, and stitched it up and then put tape over the seam. The zip ties worked great. Thanks for the tip.

Just slap some gorilla tape on it as I have done numerous times on several RV's. Life is too short to document this, complain about that, and prove a point that nobody will remember at the end of the day. Once the tape is on go out and enjoy your RV, and have fun. It will stick. Once in awhile every couple of years you might want to look under there and if anything seems loose, stick some more on.

My dealer said they cut it because the screws rust in place and they just end up torqueing the heads off

I just had my 14 month old Starcraft made by Jayco in for warranty work on a squeaky floor. The dealer had to pull back about 12 feet of the liner. They didn't make any cuts. I looked afterwards. So, I think a lot depends on the dealer.
