On your 3rd trip... Did the stove and water heater work before?
How do you know gas is getting to the stove? Do you hear the 'hiss' at a stove burner? If so, then the line is being pressurized by the propane and might be pushing air out ahead of the propane.
If the stove lights, but won't stay lit, you may have a restriction in the line or the line might have a leak somewhere between the tank and the stove.
