Concur with Doug with at least one caveat. My experience came with a boat and trailer in Kodiak. Following the prep (wire brushing, etc.), we applied a black semi-primer (could be that "Rust Stop" Doug mentioned) to the regular steel sections; it made the rusted, wire-brushed areas "inert" - for lack of a better word. Regarding the galvanized parts - after wire brushing, prior to applying any sort of paint, strongly recommend "etching" by application of some mild acidic solution - at the very least vinegar, probably muratic acid best. This will allow the primer, paint, et al, to adhere to the galvanized metal. Obviously a word of caution, apply to acidic solution with rubber gloves and perhaps a "Martindale" mask.
