2009 Jayco E450 Dash

I have been searching for information on my dash, below the steering column there is a large removable panel, the panel has a gap under the steering column is it supposed to have a rubber insert to fill that gap?

If it is like the Fords I have owned, the gap may have had a soft rubber boot behind it, if you've got the tilt steering wheel.
