Likely your local mechanic knows more about your local fuel than the rest of us do and I would guess that in your case it is probably safe to assume he had you do this because of the ethanol content in your regular fuel.
In that sense the words "dry" can also mean other things to a mechanic and not necessarily being used to describe the actual water content, but the ethanol content and it's tendency to pick up water over time.
In any event, I would follow your local mechanics direction if he is someone you trust rather than a bunch of us rambling about things of little consequence when viewed from a global perspective.
