Lightbulb toilet smell

Last year we saw a product that we thought was great. a wind vane that sits on top of the holding tank vent pipe. we bought one and installed it and the world was wonderful.
fast forward to last week in central Va. when it was 95 - 100 for several days and ZERO wind each day, each time we flushed the toilet a terrible odor escaped. I tried dumping, power flushing, double up on enzyme chemicals, etc. finally I crawled up on the roof to see in the vent was plugged by something.. Though it was basically a windless day there was some air movement up there and I noticed that the wind vane on the vent was pointed in the wrong direction (exit side was pointed at the wind). I moved it by hand and it seems loose but I was able to again point it backwards and it stayed in the wrong position.
I went to CW and bought the mushroom type vent that was OEM. We haven't had an order since.
I think the concept on the vane type is good but on gentle days there isn't enough energy in the wind to sweep it around so it drafts the air out of the tank.
Lesson Learned.

Yeah the mushroom design is not so bad after all. They are around for over 50 years as far as I know. When flushing do it quick so no black-tank gasses can escape in the bathroom.

And don't forget to shut off the bathroom vent fan before flushing; if your fan works half as well as mine you will get a real snoot full if you forget!
