Yes, there is water in there the E is the lowest indicator and it can be anywhere from empty to 1/3 full and still show empty.
The indicator is not precise under the best of circumstances. The cleaner the water in the tank, the more accurate the gauge is. If you are depending on it for drinking water and such, the extra water containers are a prudent solution.
