Where are the Fuses??

I have a '95 - 2940-FL Designer Series Class C with Ford front end.

My top side and rear running light are out and for the life of me I cannot find the fuse panel for the vehicle. The owners manual says that there is a "lower steering wheel" access panel with quick release fasteners.

I have twisted every muscle in my back and I cannot find any panel or quick release fasteners, on, around, below, above or anywhere near the steering wheel or anywhere else in the driver's or passenger area. I also looked under the hood...nothing.

Please help

Jampen, we have just purchased a 2002 Granite Ridge 3100ss, and ours is behind a panel behind the emergency brake. Hope this helps, and try a heating pad for your back...lol.
