I'm not understanding the feeling that it is dangerous to block a vent to force more air through the other one. As Skip says, some vents come with adjustable louvers just for that purpose. Crimped ducting as some have suggested as a source of the no heat condition would do a lot more to knock the furnace out of kilter than would a closed vent. If the practice is dangerous I have been living on the edge of disaster for many years.

Closing vents increases the back pressure on the heater fan motor. In excess, you could possibly overheat the furnace - and surely be contributing to premature fan motor failure. You will also find that while you have solved the problem of getting heat to where you want it - the overall efficiency of the furnace is decreased. It's running longer and you are wasting propane / resources.

"Dangerous" is a stretch in my opinion....there's thermal overload to prevent fire and overheating
