Pinnacle tank vent question

My friend just bought a 2015 Pinnacle and had water overflow into the underbelly of the RV from fresh water tank. The dealer said this could happen if the tank was overfilled. His tank vent hoses are above the underbelly. Shouldn't they be below the underbelly?

I have a 2015 TT. Mine stick out below the underbelly.

Mine extend below the enclosed underbelly. When it overflows that means it is full.

I would have the dealer look at this. I'm sure this isn't right.
