How can the roof be maintained if I can not walk up there. Has anyone heard of this?

Congratulations on your new-to-you JayFlight and welcome to the JOF.
My guess it was something the legal department wanted on the manual: No ladder, so no way to safely access the roof.
You could ask Jayco. It seems likely that there is little difference in the roof, just the ladder and maybe ladder support in the walls and the roof.
