Scratchs on cap and under the 5th wheel

So my neighbors at the RV park didn't secure their pop up tent when they left for the week to go home. It blew away and scratched the cap AND underneath of the 5th wheel by the hitch. Two questions.

1. Obviously I have insurance but do they own the damage and will their insurance cover it? The RV park took a report but I can't see how this would be their fault. I won't be able to talk to them until Friday, and I don't know them.

2. Can this be touched up without redoing a whole cap? As long as it becomes "you wouldn't see it if you don't know it's there" and it doesn't hurt the durability over the years I don't want to spend to much time or money on it.

Accidents happen, and I'm glad it's not worse.

File a claim against the people at fault. They need to be held accountable. It's not cheap to paint a front cap.
I wouldn't call it an accident, that's straight up negligence on their part.

I would get the name, etc. of the people that caused this, contact my insurance company and have it fixed. Let the insurance company fight with the other people and their insurance if they have any. You are their enemy. Work with your company and pay your deductible. After your company collects they will pay your deductible back to you.

I was hit by a non-insured motorists a few years back. My company took care of the problem and I didn't think much more about it. Five years later I received a check or my deductible. It took that long for the uninsured motorist to settle up with my company.
