2006 29bhs spare tire mount parts

How is the spare tire suppose to be mounted and what pieces? The previous owner had it mounted and up against the trailer. I would think it should mount straight, i think there is some parts missing.

Mine came from the factory mounted on the rear bumper, and looks similar to this:
