Did you blow out the lines before adding RV antifreeze to the drains? If you blew out the lines after and let the water go down the drains, you should add more RV antifreeze to those drains.
Did you open one faucet at a time and one side (hot/cold) at a time? (I have a wimpy air compressor and need to do it that way due to low air volume). If all faucets are open when the air is applied, there may not be enough air volume to move the water out.
If you drained the water heater, then reinstalled the drain plug, then blew air through both the hot and cold side of the faucets, then you don't need to change the bypass valves. The bypass valves allow you to fill the water LINES with RV antifreeze without also filling the water heater. Will be using RV antifreeze in the water lines?
If you have one fresh water tank, then there is only one drain valve. There should also be at least one pair of low point drains to drain the hot and cold water lines.
Did you blow the water out of the outside shower faucet and the TOILET fill water line?
