Justus2 welcome to the forum. I have not had this problem so I can't offer up much, but if your close to your dealer I would definitely take it in. The Jayco warranty is awesome.

My gray tank was doing the same thing. Everytime I took the cap off, a few gallons of water came out. I put an extra cut off gate where the cap goes. I highly recommend it, as if either black or gray gate fails, you still have another to keep the water inside until you are ready to dump. The one I have is like this:

I did take mine to the dealer and they found a sheet of plastic that was blocking the gray valve. It is fixed now, but I still have my 'insurance' gate keeping it all inside.

I'm having some issues w/my black valve (difficulty opening and closing) and one of these would really come in handy as insurance.

Thanks for the link bmet2000 .... think we'll order one just to have it "in-case" !!!

Black Valve won't close

I had the same problem right out of the gate with my new 23FB. Took it to the dealer expecting a faulty valve and they found some plastic that was probably left from the manufacturing/install process. Removed the plastic, under warranty I might add, and all is now fine. No one likes to open the sewer drain and have "blue" water run out on the ground....or your hands....before you can hook up your drain hose.

I'm no expert but I think it's a fairly common problem. Probably the valve is bad or an obstruction. Nothing can be more aggravating. Put that additional valve where the cap goes. That's what I've done and I see some of the new campers are coming online with the one final valve at the cap. That extra valve won't fix it but will offer some additional protection until you can get it fixed. Good luck.
