Tilting the hitch (adding a washer) is a great place to start, but it looks like you need to get more weight on that front axle than a simple added washer will afford. You may have to add a washer or two along with bringing your spring bars up a notch or two. Of course, all this depends on what kind of hitch you have...
Did you go thorough the complete setup on your WDH? Measuring the fenders, checking the trailer for level...? In my limited experience, strictly following the setup instructions for the WDH has gotten me VERY close to optimum setup every time.
