Electric tongue jack

Hey guys. I have a 2007 Jayco 20ft Featherlite. I am trying to install a new electric tongue jack. My problem is, there are two holes that the jack as to pass through for the mounting holes to sit flush on metal mounting plate. However, the top hole is 2 inches and the bottom hole is 1 7/8 inch. Bottom plate is welded in so I cannot remove myself. Just wondering if I can use a metal hole saw to make hole bigger?
