A couple of possibilities--there may be a rubber seal that the drain pipe goes into at the tank top, that may be deteriorated, or if the drain is somehow hard-plumbed to the tank, there may be a crack or break. I'm not sure how Jayco plumbs their tanks. (We had a Fleetwood popup with the rubber seal problem.) Maybe someone with some expertise will chime in.
