Leaky Toilet

So after sanitizing my water system I decided to run some of the baking soda solution in to the black tank. I filled up the toilet, then flushed. I went outside then came back in and noticed a whole bunch of water around the toilet. Long story short, if I press the foot pedal lightly the bowl fills slowly and water comes out of the top of the valve at the top of the toilet just under the seat, but if I press the pedal to the floor then back off just enough for it to close the bowl will fill with water.

Anyone have any ideas what this is? Am I just not doing it right, is it supposed to allow water out the top of the valve? I was only using the water pump and not the city water. I did not see any leak when I winterized it.

I just got off the phone with the dealer and I am on my way to get the new valve with the kit. I did ask if they had been replacing them under warranty in the past to see what the response was and they said no.

This makes a lot of sense. First time out in our 2014 Jayco we saw some pooled water on the floor behind the toilet. I couldn't figure out where it came from or replicate the leak! I'm assuming my trailer has the Thetford toilet at fault...

Picked up the part and installed it tonight, took a total of about 15 minutes. Still ended up with water on the floor until I realized the IN pipe was not fully tightened! Works great now.
