If everything's operating correctly, the water should be scalding hot. Better check the HWT bypass valves. The one on the hot water line and cold water line should both be in the open position. The one that's between the two lines should be closed. If this is open, cold water will be drawn through it and mix with the hot water from the tank, thus reducing the hot water's temperature.
