Toilet help needed/ at campground

I am having and issue with my toilet. The pump is working to the toilet, but no water is coming out. Is this because there is no water in the main tank? I have yet to try filling it, but wanted to ask in case that wasn't the issue.

Make sure your water valves are set in the proper position. If there is water in the tank you have to be set to the right combo on your water valves. Are you hooked up to campsite water? If you need to fill it (and are hooked into campsite water) turn valves to fill setting, you will hear it filling.

Do you have cassette toilet? Most cassette toilets have their own fresh what err tank, but a few use the main camper water tank. You put water in the cassette toilet through the access door. Swing the fill spout out away from the toilet, remove the cap, which may be yellow, and pour water into the tank. There is a glass tube on the side that is a water level gauge.
