I See Toilet Paper!!

Wen I flush the Toilet and look down the pipe, I see Toilet paper gathering and not moving. Even when I open the blank tank and flush the toilet for 4-5 minutes. Anybody know what I can do?

Thanks Guys!! Turned out I didn't use the heater at all. It was cold, but didn't need to turn on Heater. I'm glad I added the second battery, just in case!!
