Figured it out. 2 of the chrome fake nuts are threaded on to the wheel lugs. 1 and 1/8 socket fits. Another forum mentioned indentations to show which ones are removable but on my rig there isn't...

I have a 2000 Eagle (241M). Anyone know how the front wheel covers come off. I've tried gently prying with a tire iron but they appear to be attached in the middle.
