A quick search shows one brands dimensions of 24” from trailer hitch center to trailer sway ball center. Maybe yours is to close and needs to be moved back.

Just looked up pa fuel tax and a gallon of diesel gets $.741 to state and $.244 to Uncle Sam. Fortunately we do not need to have the diesels emission tested like the cars...yet
