Sometimes the exhaust pipes are installed...
Sometimes the exhaust pipes are installed upside-down (so I am told). Mine needs to be fixed as well. Although, mine doesn't gather water...it just lets it run into the camper!

GypsumJim...the holes in the end caps are to allow air flow in the bumper. If they are closed off, you will trap moisture from the hose inside the *metal* bumper.
metal + water = rust.
