Wheels rusting on 14 month old camper. Anyone else see this?

Noticed today that the steel wheels are rusting on my coach after just 14 months. There is some surface rust as well as rust stain marks all over.

Seems a bit premature for rusting like this...

How often have you had to level your RV side to side?

It isn't all that often I have had to level the RV side to side. Fairly often I have had to drop the tongue low and block the rear stabilizer jacks up though from the pads sloping down from the road....
