How do I get rid of gunk?

I have not seen the valve yet , nothing on exterior, going to check near the city water connection as someone suggested in this post that it might be behind some panel.

Hello,
We are experiencing water overflow from the fresh water holding tanks when I open the city water connection. I thought when connected to city water it bypasses the holding tank but it doesn't...
