Waste ball question(s)

2008 Eagle 299RLS and we noticed the water we leave in the toilet (just an inch or so) does not stay. Leaking past the waste ball seal.
Is there some way to revive the seal or do I have to replace it?
And how hard is that?! Remove toilet or what?

Start with the easy fix first. While holding the flush lever down, clean any debris from the seal with a old toothbrush and some cleaner spray. Rinse and check again.

Oh... throw away the old brush.
