This is just my opinion, based on a little knowledge...
The manufacturer crash testing is NOT DONE WHILE TOWING. The 'certain equipment' installed refers to trailer hitches. If this is wrong, I'm sure we'll find out real soon.
My son just went through this (a recall?) with his Jeep. The crash testing reported to the government had been done with a trailer hitch installed, but not all Jeep models had trailer hitches. Jeep had to install a similar item (not really a trailer hitch) on my son's Jeep to protect the gas tank to comply with crash standards.
