fresh water tank

I just bought a 1999 Jayco Eagle 12udst. It has a fresh water holding tank under the camper. Where would I find the drain valve for the tank? There is a port on the tank with a cap on it that I'm guessing is a vent/overflow tube because it's about 3/4 the way up on the tank. On the other side there is a black tube the runs up into the camper so I'm guessing that is the pick up tube for the water pump. There is a threaded hole right next to that but there is no valve in it and I can't get my head up in there to see if that hole is sealed or open. That's all I see. Any help?

Sorry, there is a plastic petcock valve that goes in the threaded hole. The person I bought it from took it out and stored it in one of the compartments.
